If i open excel first and go to open and then point to the files, they open fine, just not when i double click on the files directly.

Just for the record - the icon of the .xlsx files look like a blank piece of white paper, with the top right corner folded. I went into Excel and tried the "File > Open" route and yes, I can open the file like that way.

It seems that this "extra" incorrect association causes Excel to fail to open the file even when you explicitly tell Explorer to "Open With" Excel.
