The White House is working on an executive order to fire thousands of U.S. Department of Health and Human Services workers, the Wall Street Journal reported on Thursday, citing people familiar with the matter.

The reported buyouts are for below the typical annual attrition rate for the federal government. More than 100,000 federal workers leave every year.

The number of federal workers who have accepted the Trump administration’s buyout offer has exceeded 20,000, with a large increase in resignations expected ahead of Thursday’s deadline, the Washington Times has learned.
