So sorry for the late response. You have to be at least 12 years old to white water raft. Tubing is just a float and the 3 year old can do that. RP

You always have a life jacket on, but i would still recommend you be comfortable in water but if you follow directions and tell the guide they can usually make sure you never fall in.
