Not on the end next to Cooperstown. The lake is huge, so if there are areas, I don't know where they are.

It is and I do not think there is a horsepower limit. There are several public launch sites on the lake.

I haven't fished there yet but have never heard any complaints. Even if you don't catch anything, you can't beat a day on the Glimmerglass!
